Wall Communications has provided expert advice and assistance to a variety international regulatory agencies and telecommunications service providers in the U.S. and the Caribbean region. In the latter case, it has assisted the Eastern Caribbean Telecommunications Authority (ECTEL) with the development of a regulatory framework and price cap regime for the incumbent telephone operator in the five Eastern Caribbean countries under its jurisdiction (Dominica, Grenada, Saint Kitts & Nevis, Saint Lucia, Saint Vincent & the Grenadines). The firm has also assisted regulators in Barbados and the Turks & Caicos Islands review and establish new price cap regimes for the incumbent telephone operators in their respective jurisdictions. Wall Communications has also assisted the regulator in the Turks & Caicos Islands establish a spectrum allocation and licensing policy for the 700 MHz frequency band which now being used to provide 4G LTE mobile wireless services. In addition, the firm has assisted a Cable Bahamas with its participation in a number of regulatory proceedings before the regulatory commission in The Bahamas (i.e., the Utilities Regulation and Competition Authority).

Wall Communications has provided research and advice to Cablevision (Altice USA), Cox Communications (USA) and Telstra (Australia).

Recent highlights:

- Prepared a combined basic cable rate increase and new universal basic cable service application for a Caribbean-based cable company and assisted the company provide responses to the regulator's interrogatories and public consultation on the rate application (2014).


- Assisted a Caribbean-based regulator establish a spectrum licensing policy for the 700 MHz frequency band for the purpose of deploying 4G LTE mobile wireless technology and also assisted with the 700 MHz spectrum assignment process which was completed in 2013.


- Assisted a Caribbean-based regulator conduct a public consultation to review mobile termination rates and preparation of the resulting decision (2010-11).


- Assisted a Caribbean Telecommunications Commission to conduct a public consultation to establish a price caps regulation regime for the incumbent telecom service provider (2008-09).
