International Telecommunications Regulatory Research and Analysis
Wall Communications has provided expert advice and assistance to a
variety international regulatory agencies and telecommunications service providers primrily in the Caribbean region.
It assisted the Eastern Caribbean Eastern Caribbean Telecommunications Authority with the development of a
regulatory framework and price cap regime for the incumbent telephone operator in the five Eastern Caribbean
countries under its jurisdiction (Dominica, Grenada, Saint Kitts & Nevis, Saint Lucia, Saint Vincent and The Grenadines).
The firm has also assisted the regulators in Barbados and Turks & Caicos review and establish new price cap regimes for
the incumbent telephone operators in their respective jurisdictions. In addition, the firm has assisted a Caribbean-based
cable company with its participation in a number of regulatory proceedings
before the newly established regulatory commission in the country in which it operates.
In these international projects, Wall Communications has typically worked in conjunction with various external parties including McCarthy Tétrault and Sepulveda Consulting Inc.

Recent highlights of the firm's work include:
- Preparation of an application for a Caribbean cable company seeking regulatory approval for the launch of a triple play service bundle under
the newly established regulatory regime in the country in which the company operates (October 2011).
- Assistance to a Caribbean Telecommunications Commission to conduct
a public consultation to review mobile termination rates and preparation of the resulting decision (2010-11).
- Expert advice and assistance to a
Caribbean cable company in the preparation of its comments in response to a public consultation on the need for and,
where necessary, form regulation measures applicable to telecom operators with signifciant market power.
- Assistance to a Caribbean Telecommunications
Commission to conduct a public consultation to establish a price caps regulation
regime for the incumbent telecom service provider and preparation of the resulting decision (2008-09).
