Gerry Wall is the founder and President of Wall Communications Inc.
Prior to the formation of Wall Communications in 1993, Gerry held a variety of positions in the private
and public sectors, including Director of Policy Analysis at Bell Canada, Chief of Regulatory Research
and Strategic Planning at the Canadian Radio-television and Telecommunications Commission ("CRTC") and
Vice President, Telecommunications and Strategic Planning at the Canadian Cable Television Association ("CCTA").
As President of Wall Communications, he has successfully completed numerous economic and policy analysis projects
for private and public sector clients in the areas of content (e.g., film production, broadcasting and intellectual
property rights), carriage (e.g., satellite, traditional telephony networks, the Internet, wireless networks, and
cable television networks) and policy measure evaluations (e.g., broadcast regulation, film distribution policy,
technological change in communications and policy governance tools, and the promotion of the creation and distribution
of Canadian new media content and services). Dr. Wall has a B.A. in English Literature from the University of Saskatchewan,
an M.A. from McMaster University and a Ph.D. in Economics from the University of Toronto.
Bernie Lefebvre, Vice President of Wall Communications Inc., has over thirty years of
economic and regulatory policy analysis experience in the telecommunications industry.
Since becoming joining Wall Communications as Vice President in 1997, Bernie Lefebvre has
successfully completed numerous telecommunications, broadcasting and copyright economics,
regulatory and public policy related projects for a wide range of private and public sector clients.
He has provided expert economic and regulatory policy advice to incumbent telecommunications carriers,
competitive carriers, wireless service providers as well has government departments and agencies responsible
for telecommunications sector, such as Industry Canada and the Canadian Radio-television and Telecommunications Commission.
As well, Mr Lefebvre has extensive experience with retail and wholesale telecommunications price regulation regimes in the
Caribbean, specifically including those in Bahamas, Barbados, Turks and Caicos Islands and the five Caribbean countries
under the Eastern Caribbean Telecommunications Authority's jurisdiction. In addition, he has provided expert economic
and regulatory policy advice to Canadian broadcasters and also assisted the Copyright Board of Canada with numerous
copyright tariff related issues and public proceedings. Prior to joining Wall Communications, Mr. Lefebvre held a
variety of positions at Bell Canada and also held the position of Director - Regulatory Matters at Stentor Resource
Centre Inc. (the former alliance of major incumbent Canadian telephone companies).. Bernie has a B.A. in
Mathematics and Economics from Concordia University in Montreal and an M.A. in Economics from Queen's University in Kingston, Ontario.
